Hi, Called... You are assuming that everything in the Scripture represents something different from itself. This way of approaching the Scriptures stems from thinkers in Alexandria. It seeks to find "the true" and "hidden" truth behind any passage. So, ask yourself, why would Babylonians be anything but Babylonians, especially if we are not told elsewere in Scripture that they are to be considered anything else? Here God states that He is using the Persian and Medes (Cyrus) to execute His judgment over Babylon and the deliverance of His people.
