Greetings Reneehycheung, I believe that the events spoken of in Revelation 17 are apocalyptic language - which is a metaphorical description of what will happen in the future. We do not know who or what exactly the beast or the woman represents in future times, but we do know that they are not motivated by God or the gospel message, but by Satan, to persecute the saints.
