The answer I would give to those of any faith is: Unless God by His supernatural power awakens the individual out of his/her state of spiritual deadness, no individual is able to come. BUT, once God illuminates and awakens the person, then that person has been enabled to come, because the will of the inividual has been restored by God from it's fallen state.
