I hope you won't hold it against me that I attended the University of Texas at Austin? :-) The question of the standing of the spiritual standing of a minister of the ordinances is one that received much discussion in the Reformation. There is no Scripture that specifically makes a requirement as to who may administer the ordinances. Nonetheless, since the Lord is the head of the church, then it would makes sense that the one doing so would be duly recognized as having been called by Christ to that ministry. Consequently, such ministers would be properly ordained and not under church discipline. If you are interested, you can lookup how Baptists have historically thought this through by reading chapters 26 through 30 of the 1689 London Baptist Confession of Faith.
