Bible Answer: To answer your question I would have to say no God did not send Katrina to punish New Orleans. First off we do not have a viscious God. God would never be so cruel. It is stated in (Job 34:10)" So listen to me, you men of understanding. Far be it from God to do evil, from the Almighty to do wrong." Second you have to look at who is in control of this world. As it is stated in (1 John 5:19)"We know that we are children of God, and that the whole world is under the control of the evil one." God has given us freewill to choose his path or the other. God will judge us but only when the time comes. As it is stated in (Revelation 20:11-15)"Then I saw a great white throne and him who was seated on it. Earth and sky fled from his presence, and there was no place for them. And I saw the dead, great and small, standing before the throne, and books were opened. Another book was opened, which is the book of life. The dead were judged according to what they had done as recorded in the books. The sea gave up the dead that were in them, and each person was judged according to what he had done. Then death and Hades were thrown into the lake of fire. The lake of fire is the second death. If anyones name was not found written in the book of life, he was thrown into the lake of fire."
