In the NT, the office of pastor is the same as bishop, overseer, elder or shepard. Thus our Lord Jesus is the Chief Bishop (High Priest), Overseer, Elder and Shepard. Further the next tier in the organization of the Lord's church in this modern age, since we have no Apostles, is the deacons which means servants. They are to serve the church by following the leadership of the elders above. Both of these two offices in the church are listed in 1 Tim and in Titus, with qualifications for each.
