At some point between 313 and 590 A.D., "Because of location in world capital (Rome), reputation for orthodoxy, the Petrine theory of Matthew 16:16-18, the decline of rival bishops, the winning of peoples, such as the British by Augustine, and able men, such as Leo I, the *Roman* bishop (i.e. the bishop of Rome) was recognized as first of all bishops" (page 2096, Ryrie Study Bible Expanded Edition, 1986, 1995, Moody Press).
