Those questions you asked sound like homework question and you have already answered your own question by asking "why did Lucifer disobey God" :-)

Fallen angel sinned that's why they are punished (2 Peter 2:4). Jude 1:6 explains how did they sin. Angels are created as ministering spirits (Hebrew 1:14). Thus Jude 1:6 implies that they are not doing their own job but rebel against God.
