I think I have posted on this subject before, but my short answer is simply this: God draws all men by the conviction of the Holy Spirit. Thus, the pagan may not have the full advantage of the Gospel message, but they still have the witness of nature and the drawing of the Spirit. So, they can respond if they choose to respond.
