Bible Note: Tim, well said. If I may add my 2 shekels: a study note on this topic from the Ignatius Catholic Study Bible. Romans 9.6-13: “Not all…belong to Israel”: The thesis statement of Rom 9-11, that elect Israel, as a remnant chosen by grace, has always been a subset of ethnic Israel (11.6-7). Paul shows that a pattern of divine selection and exclusion was already at work before th founding of Israel as a nation. From Gen 21.12 and 18.10 he shows that God made a distinction between the biological sons of Abraham, choosing Isaac over Ishmael to be a channel of covenant blessings (9.12-13). The point is that natural and biological descent from the patriarchs is not a guarantee of divine blessing, because everything depends on the grace of God’s call (9.11; Luke 3.8; John 8.33-39). Paul is also distinguishing Judah and Israel (Jew and Israel) in Romans 9-11, but argues that all Israel, a righteous remnant of both the Southern and dispersed Northern Kingdoms, will be redeemed through Christ according to God's covenant promise.
