Bible Answer: Hi, Dwayne... Speaking in tongues is an evangelistic gift of the Holy Spirit, the first appearance of which is recorded in Acts chapter 2. In addition to the book of Acts, it is mentioned in Mark 16. Paul offers some additional teaching on it in the first epistle to the Corinthians. God graciously provided tongues as a means of furthering the Gospel during the infancy of the church. In terms of practice, there are some believers that think that tongues are a normative behavior for today. There are other believers who think that it is one of the miraculous signs that were only manifest in the primitive church. When you ask how people "feel" about it I'm not sure I understand.
