Bible Answer: FIRST: Read Matthew 18:15-to-19! Then fit your V18 into the Context! Was the Church instructed how to perform "Discilpline" in these verses? Christ was giving the authority for Spiritual Government and how to deal with matters that affect the Church on a negative basis. He, Christ was affirming that authority by the term Bind.
