Bible Note: There's no scripture that could be used to support the idea as cited in your question. Instead I would cite Matt 5:45 so that you may be sons of your Father who is in heaven; for He causes His sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous. God doesn't use the forces of nature to punish as He is NOT "a respector of persons." It's on Judgment Day that all will get the reward in Heaven or the their condemnation to Hell. Blessings to you.
