The qualification for an Elder/Overseer does require them to be male. Remember, it's not about a womans ability, mental capacity, or worth. It's simply the way God designed the church to be administered. Older wiser women should be teaching the younger women. In fact, that is one thing that is lacking in todays church's. (in my opinion based on my experience) In fact, the men of the church should be instructed in the same manner (by older/wiser men), so that they can become better men in Christ. I have not seen anything in scripture that says a person must speak in tongues to in order to have the Holy Spirit. In fact, whether you are charismatic or not, if you read "1st Corinthians Chapters 12 and 13" Paul confirms the fact that not everyone has the gift of speaking in tongues. Also Chapter 13 suggest that certain spiritual gifts were going to fade away, one of which is the gift of speaking in tongues. 1st Corinthians 13:13 "And now these three remain: faith, hope and love.
