They gave the leaders of the nation insight into Gods will and purpose. When wisdom was needed, guidance, correction, or when God wanted to speak a prophet would be used. In some senses Moses could be regarded as a prophet as he delivered Gods spoken word to the congregation and gave Gods wisdom and direction.
