Here are a couple verses that will help answer this. The support that after Christ paid for our sins on the cross, his soul went down in to Sheol and preached to those who were held captive there. He led those out of the old paradise (Abrahams Bosom)to heaven. This was all done before he was resurected. Also remember when he told the thief on the cross, "today you will be with me in paradise"? Ephesians 4:8-10 8 Therefore He says: "When He ascended on high, He led captivity captive, And gave gifts to men." F8 9 (Now this, "He ascended"--what does it mean but that He also first F9 descended into the lower parts of the earth? 10 He who descended is also the One who ascended far above all the heavens, that He might fill all things.) 1 Peter 3:18 18 For Christ also suffered once for sins, the just for the unjust, that He might bring us F21 to God, being put to death in the flesh but made alive by the Spirit, 19 by whom also He went and preached to the spirits in prison, 20 who formerly were disobedient, when once the Divine longsuffering waited F22 in the days of Noah, while the ark was being prepared, in which a few, that is, eight souls, were saved through water. I think the answer to your question lies in Romans 4:4, Titus 2:11 and Titus 3:7. I believe Paul was well aware that ultimately it is God's gift of grace through our faith in Jesus that gives eternal life. He attested in Romans that we cannot earn salvation through our works. Therefore, the race he is running is not a race of works to earn eternal life, but a race of perserverance to walk worthy of his calling, to glorify God, and to bring all men to the faith. It was the very principle of earning eternal life through merely trying to follow the law via tradition that Jesus spoke against in Matthew 15:1-9. So this concurs with your statement that he and we must truly believe (have faith) in God and more specifically have faith in Christ to be the propitiation of our sins to reconcile us that we may have eternal life.
