I think the key difference in the examples is seeing the FACE of God. Thus, the 70 elders, Moses, Aaron and Aaron's sons did see God. However they did not see the face of God. And, in Exodus chapter 33, Moses was further allowed to see some of the goodness and glory of God--but not the face of God. In Verse 23 the Lord says Moses will be allowed to "see my back" but not his face; his face is not allowed to be seen. |

Apparently it is in the book of Acts, 13: 9, where the name Paul, in connection with Saul, is first mentioned. At that time Paul and Barnabas were on the island of Cyprus, in or near the city of Paphos. Until that time the book of Acts only identifies him as Saul, not Paul. |
