"13:13-14 Disobedience may eliminate opportunities for service by disqualifying one from a position of leadership." (Ryrie Study Bible) In light of Genesis 49:10, God knew in His sovereignty just who was going to fulfill the 'destiny' of ruling the kingdom of Israel. Jacob was in fact prophesying here, speaking that the 'scepter will not depart from Judah'.. Nobody could 'foresee' that their king would ultimately come from Judah. If this would be true, then they would have sought a king (or the issue would have come up) only from the tribe of Judah. And of course, the Ultimate King was Christ!
