Greetings! The simplest answer seems to be that the Victor in Ps. 68:18 received gifts from the conquered which He would then turn around and give to others. This may be why Paul simply quotes 'given' rather than 'received'. However, there is also ancient evidence that many viewed Ps. 68:18 to also mean 'given' as well. Consider this quote: "The Targum and Syriac version render it, 'thou hast given gifts to men'; and the Arabic version, 'and he gave gifts to men', as the apostle, Eph_4:8;" Source: Gill's commentary on Ps. 68:18.
