Greetings seedling - Paul is addressing believers here - (in their former unbelief - or rejection of God) they were disobedient and were shown mercy because of Israel's disobedience (rejection of God). The previous verses attest to this - Gentile nations are the wild olive branch that has been grafted in - the branches that have been broken off reference unbelieving Israel. See also Romans 9:25 The good news is that Israel will one day be grafted back in as promised in v 31 - God's response to us - showing us mercy in our disobedience will be the example to Israel.
