Hi Doctrinsograce, When flames are divided they are said to have tongues. So I would say that the tongues (just like a fire), were being divided. The NASB says that "they rested on each one of them." The NKJ says that "[one] sat upon each of them." The Greek says literally, that "it sat on each of them." So I would say that it was fire that rested on them. Matthew 3:11, "As for me, I [John speaking] baptize you with water for repentance, but He who is coming after Me is mightier than I, and I am not fit to remove His sandals; He will baptize you with the (h)Holy (s)Spirit and fire."
