Child dont understand yet how to repent, they cannot understand yet the doctrine that will give to them Ac 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. At least in our church, the members must be old enough to understand the doctrine of the church, ready to accept the teaching of the church before they can be baptize. Child is not yet ready for the doctrine, they cant understand deeply hoe to repent. There are churches that baptize a 1 month old babies, but I dont think it is biblical.
