Greetings Swt413 and welcome to the forum! Theophilus is referred to twice in the bible - Once in Luke 1:3 and again in Acts 1:1. He was a lover of God, a Christian and probably Roman. Luke dedicated both his gospel of Luke and the Acts of the Apostles to him. Because of the fact that Luke referred to him as "most excellent" - the same as he referred to Felix and Festus it is assumed that he was a person of rank - perhaps a Roman officer.
