I am trying to figure out what exactly Jesus is saying in this verse I chose. Would you say that Jesus is talking about believers, unbelievers, or both? Hebrews 13:3 Remember the prisoners, as though in prison with them, and those who are ill treated, since you yourselves also are in the body. It seems that back then if a person was in prison in those lands there was nothing provided for the prisoner - someone had to bring food and necessities from outside and bring it to the prisoner. Dear Bowling, Verse 40 refers to them as brethren. The blessing of adoption into the family of God (Ephesians 1:5) is part of the ordo salutis (see post #152343).
