Scripture ... Joel 2:28-32 (2:18-3:21); Acts 2:16-21 ... ccbc, greetings. It is important to always look at the context. While Joel 2:28-32 is quoted in Acts 2:16-21, it does not mean this is for all. Peter was addressing the Jews, since Gentiles were not allowed in the Temple. Joel 2:18-3:21 is the context of the verse. It is the Lord speaking. It is clear He is talking to Israel. Plus, from the start of the book until 2:17 is about locust.
