dlb3, The footnote in my bible says: "Gilead:noted for it's healing balm but not able to heal the moral wound of the people." The daughter is the personification of the people as the term "daughter Zion" is sometimes used to personify the people of Israel. I presume that you are familiar wth the song, There is a Balm in Gilead referring to Jesus Christ who heals all our wounds especially the spiritual ones.
