In context which means look at the events happening around the verse, such as chapter 11 and chapter 13 along with the complete chapter 12 and ideally read the entire book; you will see that Jeremiah is called the weeping prophet. Pick up a book on a survey of the Old Testament and you will see what the book is about. Jeremiah is sad because his people are disobedient to the Lord. He is God's mouthpiece to them and they will not listen and are mean to him. Things are going to get worse before they get better. Go to a local christian bookstore and in the reference section you will find many helps to show you what this time in history looked like. Look for reference books on Jeremiah.
