"The day of the Lord" almost always refers to the 2nd coming of Christ. When Isaiah says "on that day" he is referring to the day of the Lord: this gives us the time-frame. The second half says that He will recover His people for the second time from all over the world. The list of cities is meant to convey that His people (this would be believing Jews and Gentiles) will return from all over. We know that they will be "recovered" to Jerusalem because in V. 10 it is written that the "nations will resort to the root fo Jesse, who will stand as a signal for the peoples; and his resting place (Jerusalem) will be glorious." I understand this to mean that it will be not only a physical returning to Jerusalem but a spiritual returning to God. This is the "second time" this will happen probably because either the Exodus from Egypt or the return from Babylonian exile was the first time- both had signficant spiritual significance for God's people who, at that time (before Jesus), were the people of Israel.
