I may be mistaken, but I've always supposed that this passage applied to anyone in authority, regardless of whether the context is political, cultural, legal, occupational, ecclesiastical, spiritual, marital, parental, etc. Of course, my supposition is founded on the Biblical doctrine of God's providence and sovereignty.
