Thanks Gail! I've been doing some studying on this verse both yesterday and today and have come to the following conclusion.. Starting in verse 1, Job answers Bildad the Shuite (from Ch. 25). He asks the question, who have you helped, who have you taught and inspired? In verse 5, he begins again to describe God and His dominion over the Earth. "...Those under the waters and those inhabiting them" are those who have perished at sea as opposed to those who are in an earthy grave, which is "Sheol" in verse 6. Basically God's knowledge and presence have no bounds. Then He describes the wonders of God, "he stretches the north...hangs the Earth...binds up the water, etc." His power, also, has no bounds.
