Hi, James! This title is well known to Israel, as Yahweh made reference to Himself as beeing Israel's Shepherd--He also promised that He would install a sheperd over Israel that would care for the flock according to His Will (Isaiah 40:10-11; 49:10; Jeremiah 31:10; Ezekiel 34:2-31;)... Jesus too makes reference to Himself as the Shepherd of Israel, but not simply to accomodate Scripture (Matthew 26:31, Zechariah 13:7), He is claiming His title as the Shepherd of Israel (as I and the Father are One) the One who unites both flocks (Jews and Gentiles) into one fold!
