"24:1 David’s numbering of the people, usually done for purposes of taxation or military draft, is included to describe the events that led David to buy the ground upon which the Temple would be built. David’s sin was in putting his faith in numbers rather than in God. Even Joab recognized this as a foolish move (v. 3). incited. It was Satan who actually prompted David to number the people. See note on 1 Chron. 21:1-4. Why God was angry with Israel, though not stated, may have been related to the people’s support of Absalom and Sheba against David. 24:2 that I may know the number of the people. Perhaps for security reasons, but possibly also because of pride in the size of his kingdom." Why was this census considered sinful when God had commanded a numbering in the time of Moses (Num. 1:1–3)? David may have been trusting in military strength rather than God’s protective care (Deut. 17:16). Verse 9 suggests that this census was the first step in preparing for a military draft. God’s plan seems to have been for Israel to have a citizen army rather than a large standing army, so that Israel would trust in His protection." (New Scofield Study Bible) "Evil and Suffering, Satan—Why do humans devise and commit evil acts? This passage and its parallel in 1 Ch 21:1 shows the complex nature of the problem. David accepted personal responsibility for the census, confessing his sin (v. 10) and accepting God’s punishment as deserved (v. 14). Yet God’s anger at Israel’s unspecified sins led Him to motivate David to act. God’s punishment thus lay behind David’s actions. The later account said Satan was the agent who led David to act (1 Ch 21:1). The personal Satan is mentioned only two other times in the Old Testament (Job 1:6-2:7; Zec 3:1-2), the understanding of Satan finding fuller development only in the New Testament. See note on Mt 4:1-11. The biblical theologian must ask how the concepts of human sin, divine anger and punishment, and Satan relate to one another. God the Creator and only God is ultimately responsible for all human history. See note on 1 Sa 16:13-23. He can use human agents and events to bring about His purposes. Sometimes His purpose is to punish. He may allow Satan to place wrong motivations in a person’s heart, thus tempting the person. This does not mean Satan becomes a second god acting outside God’s control. Ultimately, God allowed Satan to tempt people. God can use human response to Satan’s actions to bring about His purposes. Even as God and Satan work, the human person remains responsible. Neither divine nor satanic acts remove human freedom. David had to decide to act contrary to God’s will. His act was sin.
