  My question regards Communion. Who can participate? Who is authorized to give communion? Tell me where the answers are substantiated in the Bible.

Acts 2:41-47
"So then, those who had received his word were baptized; and that day
there were added about three thousand souls. They were continually devoting themselves to the apostles' teaching and to fellowship, to the breaking of bread and to prayer...Day by day continuing with one mind in the temple, and breaking bread...And the Lord was adding to their number day by day those who were being saved."

We know from the Gospel accounts that Jesus celebrated the Lat Supper only with his disciples.

Jesus in Matthew 28:18-20 speaks to the 11: " And Jesus came up and spoke to them, saying, "All authority has been given to Me in heaven and on earth. "Go therefore and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit, teaching them to observe all that I commanded you; and lo, I am with you always, even to the end of the age."

From the scripture above we can tell that disciple swho have been baptized participate in Communion. So non Christians are excluded. One might also infer that those with the authority to teach, the apostles and their successors who were sent forth with their authority by the laying on of hands, Acts 20:28; Luke 22:19; Acts 6:6; Acts 13:3; Acts 14:22; 1Tim 4:14; 2 Tim 1:6; Titus 1:5 would preside over Communion., since it was central to their worship meetings (" the teaching of the apostles and the breaking of the bread") as we see above and in 1 Cor 17-34.

Things get complicated today on the question of open or closed Communion depending on how a particular denomination defines who is or is not a Christian and whether they believe Communion is purely symbolic or something more and if even another Christian has to believe what they believe about Communion in order to participate in it with their congregation.
