  I'm taking a guess here and maybe someone else can answer this in more detail or correct me if I'm wrong.

I believe the answer is from Jeremiah 1:11-12. According to the notes in two of my study Bibles (NASB Zondervan Study Bible and ESV Study Bible), the almond tree is the first to bloom and is said to "watch for spring".

Also, the word almond tree and watchful sound close in the Hebrew language (again from the notes).

A reference is made how the almond tree is ever watchful for the first sign of spring and so is the Lord watchful and ready for the first opportunity.
