Dear cwheeland, What, when, where, how, and who questions are generally easily answered. How questions are some of the most difficult ones to answer. When the scripture does not give an explanation, we are left only with speculation. Since this was a decree of God, we know that it was good, right, appropriate, and necessary. We may well surmise that the utter extermination of these peoples, who had been such a problem for Israel (Exodus 17:8-16; Numbers 14:45; Judges 3:13; 6:3), would be for the security and benefit of God's people.
