This refers to an incident in the Apochryphal book, The Assumption of Moses. Why the argument took place is not explained, but logically it would seem that Michael was on a mission from God related to the body of Moses and its burial (Deuteronomy 34:6) and that the devil was trying to interfere with that mission and therefore was attempting to interfere with God's will which Michael was serving.
