Greetings Sbell! I haven't done a major study on this question, but the tendency in Hebrew poetry is to use repeation with slightly different words having the same meaning. I looked both of these words up and they can both mean 'justice.' Therefore, I would say that they probably are intended to be viewed as having the same meaning in this verse!
