Hi, 1god2wit... Welcome to the forum! That is an interesting question. Unfortunately, we do not have a Hebrew scholar in the forum; and I certainly do not qualify as such. So take the following with a grain of salt: Remember that the ancient Hebrew did not have vowels. The vowels were implied. Consequently, when some words had the same spelling, one would work out what the vowels were based on the context. So, as an example, we might use the letters CR. If I wrote, I drove my CR, you might assume the vowel missing was A. If I wrote, I threw away the apple CR, you might assume that vowels missing were O and E. However, if wrote, I saw a yellow CR, you would be confused as to which vowels might be implied. Sometimes this problem surfaces with Hebrew words. I suspect the two words that begin Proverbs 30:31 are like that. They might well be used of a greyhound or a strutting rooster. The Literal Translation by Jay Green avoids the whole issue with "one girded in loins." Nonetheless, reading verses 30 through 31, I would venture to find strutting rooster a bit more fitting.
