Is 60:1-4 and Is 61:1-4 are spoken by the prophet regarding the restoration of Zion after the Babylonian exile. But they also refer to a Messianic restoration and in that sense Jesus refers to Is 61:1-4 in describing his mission in Luke 4 :18 and following.
