The O.T. quote for "thou shalt love thy neighbor as thyself, I am the LORD" -is Leviticus 19:18 as it is quoted at Galatians 3:21. As for finding the verbatim text "Love IS the Law", it does not exist in those words, because the New Testament is foremost a spiritual covenant agreement, not one of the LETTER of the law: it is, however universally understood that the disposition of real love-(not, as it were, an emotion)-in the heart, does fulfill the whole of God's commandments.
