Bible Answer: Rom 13:1 "Every person is to be in subjection to the governing authorities. For there is no authority except from God, and those which exist are established by God." Whatever country God has put us in He requires us to be subject to the governing authorities of that country in those laws that don't go against his. So, yes, you need to "fill out the paper work."
