Brothers, my heart’s desire and my prayer to God for them is for their salvation. 2 For I testify about them that they have ^aa zeal for God, but not according to knowledge. 3 For not knowing about the ^arighteousness of God and ^bseeking to establish their own, they did not subject themselves to the righteousness of God. 4 For ^aChrist is the ¹end of the law for righteousness to ^beveryone who believes.

5 For Moses writes about the righteousness which is of law: “^aTHE MAN WHO DOES THESE THINGS SHALL LIVE BY THEM.” 6 But ^athe righteousness of faith speaks in this way: “^bDO NOT SAY IN YOUR HEART, ‘WHO WILL GO UP INTO HEAVEN?’ (that is, to bring Christ down), 7 or ‘WHO WILL GO DOWN INTO THE ^aABYSS?’ (that is, to ^bbring Christ up from the dead).” 8 But what does it say? “^aTHE WORD IS NEAR YOU, IN YOUR MOUTH AND IN YOUR HEART”—that is, the word of faith which we are preaching, 9 ¹that ^aif you confess with your mouth Jesus as Lord, and ^bbelieve in your heart that ^cGod raised Him from the dead, you will be saved; 10 for with the heart a person believes, ¹leading to righteousness, and with the mouth he confesses, ²leading to salvation. 11 For the Scripture says, “^aWHOEVER BELIEVES UPON HIM WILL NOT BE PUT TO SHAME.” 12 For ^athere is no distinction between Jew and Greek, for the same Lord is ^bLord of ^call, abounding in riches for all who call on Him, 13 for “^aWHOEVER CALLS ON THE NAME OF THE LORD WILL BE SAVED.”

14 How then will they call on Him in whom they have not believed? How will they believe in Him ^awhom they have not heard? And how will they hear without ^ba preacher? 15 And how will they preach unless they are sent? Just as it is written, “^aHOW BEAUTIFUL ARE THE FEET OF THOSE WHO ^bPROCLAIM GOOD NEWS OF GOOD THINGS!”

16 However, they ^adid not all heed the ¹good news, for Isaiah says, “^bLORD, WHO HAS BELIEVED OUR REPORT?” 17 So faith comes from ^ahearing, and hearing by ^bthe word ¹of Christ.

18 But I say, have they never heard? On the contrary, they have;“^aTHEIR VOICE HAS GONE OUT INTO ALL THE EARTH,AND THEIR WORDS TO THE ENDS OF THE ¹WORLD.” 19 But I say, did Israel not know? First Moses says,“^aI WILL ^bMAKE YOU JEALOUS BY THAT WHICH IS NOT A NATION,BY A NATION WITHOUT UNDERSTANDING WILL I ANGER YOU.” 20 And Isaiah is very bold and says,“^aI WAS FOUND BY THOSE WHO DID NOT SEEK ME,I BECAME MANIFEST TO THOSE WHO DID NOT ASK FOR ME.” 21 But as for Israel He says, “^aALL DAY LONG I HAVE STRETCHED OUT MY HANDS TO A DISOBEDIENT AND OBSTINATE PEOPLE.”

Brothers and sisters, my heart’s desire and my prayer to God for Israel is for their salvation. 2 For I testify about them that they have ^aa certain enthusiasm for God, but not in accordance with correct and vital knowledge about Him and His purposes. 3 For not knowing about ^aGod’s righteousness which is based on faith, and ^bseeking to establish their own righteousness based on works, they did not submit to God’s righteousness. 4 For ^aChrist is the end of the law it leads to Him and its purpose is fulfilled in Him, for granting righteousness to ^beveryone who believes in Him as Savior.

5 For Moses writes that the man who practices the righteousness which is based on law with all its intricate demands ^ashall live by it. Lev 18:5 6 But ^athe righteousness based on faith which produces a right relationship with Him says the following: “^bDO NOT SAY IN YOUR HEART, ‘WHO WILL ASCEND INTO HEAVEN?’ that is, to bring Christ down; 7 or, ‘WHO WILL DESCEND INTO THE ^aABYSS?’ that is, to ^bbring Christ up from the dead as if we had to be saved by our own efforts, doing the impossible.” Deut 30:12, 13 8 But what does it say? “^aTHE WORD IS NEAR YOU, IN YOUR MOUTH AND IN YOUR HEART”—that is, the word the message, the basis of faith which we preach— Deut 30:14 9 because ^aif you acknowledge and confess with your mouth that Jesus is Lord recognizing His power, authority, and majesty as God, and ^bbelieve in your heart that ^cGod raised Him from the dead, you will be saved. 10 For with the heart a person believes in Christ as Savior resulting in his justification that is, being made righteous—being freed of the guilt of sin and made acceptable to God; and with the mouth he acknowledges and confesses his faith openly, resulting in and confirming his salvation. 11 For the Scripture says, “^aWHOEVER BELIEVES IN HIM whoever adheres to, trusts in, and relies on Him WILL NOT BE DISAPPOINTED in his expectations.” Is 28:16 12 For ^athere is no distinction between Jew and Gentile; for the same Lord is ^bLord over ^call of us, and He is abounding in riches (blessings) for all who call on Him in faith and prayer. 13 For “^aWHOEVER CALLS ON THE NAME OF THE LORD in prayer WILL BE SAVED.” Joel 2:32

14 But how will people call on Him in whom they have not believed? And how will they believe in Him of ^awhom they have not heard? And how will they hear without ^ba preacher (messenger) ? 15 And how will they preach unless they are commissioned and sent for that purpose? Just as it is written and forever remains written, “^aHOW BEAUTIFUL ARE THE FEET OF THOSE WHO ^bBRING GOOD NEWS OF GOOD THINGS!” Is 52:7

16 But they ^adid not all pay attention to the good news of salvation; for Isaiah says, “^bLORD, WHO HAS BELIEVED OUR REPORT?” Is 53:1 17 So faith comes from ^ahearing what is told, and what is heard comes by ^bthe preaching of the message concerning Christ.

18 But I say, did they not hear? Indeed they have;“^aTHEIR VOICE that of creation bearing God’s message HAS GONE OUT TO ALL THE EARTH,AND THEIR WORDS TO THE farthest ENDS OF THE WORLD.” Ps 19:4, 7-11 19 But I say, did Israel fail to understand that the gospel was to go also to the Gentiles? First Moses says,“^aI WILL ^bMAKE YOU JEALOUS OF THOSE WHO ARE NOT A NATION (Gentiles) ;WITH A NATION THAT LACKS UNDERSTANDING I WILL MAKE YOU ANGRY.” Deut 32:21 20 Then Isaiah is very bold and says,“^aI HAVE BEEN FOUND BY THOSE WHO DID NOT SEEK ME;I HAVE SHOWN MYSELF TO THOSE WHO DID NOT consciously ASK FOR ME.” Is 65:1 21 But of Israel he says, “^aALL DAY LONG I HAVE STRETCHED OUT MY HANDS in compassion TO A DISOBEDIENT AND OBSTINATE PEOPLE.” Is 65:2
